Homes for all California
Homes For All California (HFA-CA) is a statewide hub of the national Homes For All campaign, led by 18 grassroots tenant organizations across 10 counties — home to over half the state’s population. We are place-rooted and people-powered, committed to defending our homes and winning bold, long-term solutions to California’s housing crisis.

Strategic Orientation + Priorities for 2025
This is a time of crisis — and a time of clarity.
HFA-CA is rising to meet this moment with bold strategic priorities designed to Defend Our People, Resist the Far Right, and Build Our Forces. After a year-long reflection and learning process with our members, we’re doubling down on what we believe will grow our collective power.
Capacity Development: Training, regranting, and supporting members to build strong bases, sharpen strategy, and organize with care.
Movement-Building: Strengthening cross-region and cross-sector organizing for de-commodified housing and people’s power.
Ecosystem Renewal: Seeding infrastructure and relationships for a healthy, interdependent CA housing justice movement.
Our framework - The 3 R’s
Regulation: Win policies that slow market speculation, protect tenants, and preserve affordability.
Recapture: Take back land and power through public ownership, indigenous sovereignty, and land trusts.
Redistribution: Reallocate housing, land, and decision-making power equitably — rooted in justice.
We focus on three key functions…
In the face of rising rents, displacement, and corporate landlord power, we stand grounded in community and guided by joy, dignity, and resilience. We’re here to fight — and win — a future where everyone has a permanent, safe, and affordable home.
Upcoming events
This July, CARP will bring hundreds of renters and organizers together to reflect, strategize, and vision — together — how we fight, protect, and build for the future.
We hope you’ll join us.
